Hi Geert,
The steel bodywork needs cutting both front and back. The front is a single skin of steel, so no welding required. The rear is more difficult as it is two skins, and they need to be welded together for strength in the body shell.
I've done it two different way - one cutting away a lot of metal, as on the Guru Derby , pics are still online at:

Second time around on my polo I cut away much much less material; just enough to clear the wheel precisely:
I've attached a shot of the arch before and after cutting - by trimming away only the minimum, the job is much easier, and the two skins of steel are almost touching, allowing the weld to be carried out easily - without even damaging the paint beyond the immediate area in my case
The front arch, by comparison, just has its lip cut off all the way round.
